Ukrainian President Volodymyr Zelensky Asserts Absence of Definitive Security Pledge from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have not given him concrete pledges that they will protect his country in the event of a new Russian aggression.

"I am asking this very question to every one of our allies and I have not received a clear, unambiguous answer yet," he stated to the press on Wednesday.

His comments come a day after the UK and France signed a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at discussions held in the French capital on Tuesday.

Details of the Paris Talks

After the Paris talks, which involved some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron later said thousands of troops may be sent.

Allies proposed that the United States would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has not yet commented on the announcement made in the French capital.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow now occupies about 20% of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "a vital part of our commitment to stand with Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the years to come."

Zelensky hailed that accord as a "huge step forward".

A day later, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.

"However, until we don't have such security guarantees - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And even if they do, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

Witkoff said the participating countries "mostly completed" their work on agreeing security protocols.

Recently, the President indicated a settlement was "90% ready".

Territorial concessions and security guarantees have been at the center of outstanding matters for diplomats.

Putin has repeatedly warned that Ukraine's military must pull back from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an agreed point - but provided that Russia did the same.

Moscow currently controls about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
